Overzealous bus driver blocks two lanes to let kids off

As you can see I was already coming to a stop because I'm not an idiot and I know the laws regarding school busses. And this bus driver drives into the other lane. Wack.

I understand the motive of the bus driver in this situation. I'm just trying to raise the question on the legality and effectiveness of this as a procedure. I'm aware that it's an issue that cars are going through bus's stop signs all the time. Please just take note, in this situation here in the video. The bus's stop sign and red lights do not even come on until after the bus has breached my lane. I just want to stress that cars don't have any legal reason to stop until those red lights are on. It can make determining the intentions of the bus driver very ambiguous as it was for me. I was trying to figure out when the bus was actually going to stop. When am I supposed to actually know to stop my car? When the yellow lights are on as the bus is over a block away from me? Or when the bus has its red lights on? The bus driver should have come to a complete stop, put the stop sign out and just made sure that I had stopped before even letting any of the kids out. That's how other drivers are expecting things to happen. And I believe when everyone is on the same page, that makes it safer for the kids.
