How to make 12 volt Police flasher

COMPONENTS

1)BC 547 X2
2)180 ohm X2
3)10 uf capacitor X2
4)100K X2
5)12 volt led X2

This circuit is an Astable Multivibrator or we can say Free Running Multivibrator, which has no stable states. Its output oscillates continuously between its two unstable states without the aid of external triggering. The time period of each states are determined by Resistor Capacitor ( RC ) time constant.
