FIFA Packs Are Slot Machines. The Odds Are 0.11%.

The odds of pulling your favorite player from a FIFA pack are 0.11%. That means you need to open an average of 847 packs to get that one card. Each pack costs real money — converted first into FIFA Points to obscure how much you are actually spending. There is no minimum age to buy. And EA calls this a "surprise mechanic."

In this video, we break down exactly how EA built a $4.4 billion-per-year system inside a children's sports game that mirrors the mechanics of a slot machine — and how regulators in 18 countries are now fighting to shut it down.

EA's FIFA Ultimate Team launched in 2009. By FY2024, live services — dominated by pack mechanics — accounted for 73% of EA's total $7.56 billion in revenue. EA Sports FC 24 alone generated $1.71 billion in a single quarter from Ultimate Team. Only 27% of EA's revenue now comes from selling actual games. The company that once sold you a finished product now sells randomized uncertainty — to children, with no age restriction.

The mechanism is identical to a slot machine: a variable reward schedule. Random rewards trigger dopamine responses more powerfully than predictable rewards, keeping the brain permanently engaged and seeking. For teenage brains, which are neurologically more sensitive to dopamine than adult brains, this effect is dramatically stronger. A 2025 University of British Columbia study led by Dr. Luke Clark found that loot box spending directly predicted real-money gambling behavior later in life. The UK Gambling Commission confirmed: 1 in 10 children who buy loot boxes shows signs of problem gambling.

In 2017, the Star Wars Battlefront II scandal went global — EA's Reddit defense received 683,000 downvotes, officially the most downvoted comment in Reddit history per Guinness World Records 2020. EA removed paid loot boxes from that game. But they stayed in FIFA — because FIFA's packs were generating too much money to stop.

In June 2019, EA's VP Kerry Hopkins sat before UK Parliament and refused to call loot boxes "loot boxes." She called them "surprise mechanics" — comparable to Kinder Surprise eggs. Belgium had already banned them as gambling. The Netherlands followed. Canada filed a class-action lawsuit against EA going back to 2008. US litigation seeks over $5 million in damages. 18 European countries have backed formal reports calling loot boxes exploitative.

EA's answer has always been to change the terminology, not the mechanic.
