IMPOSSIBLE conditions for training a horse that had become dangerous to lead anywhere

IMPOSSIBLE conditions for training a horse that had become dangerous to lead anywhere. It had got to a point where 2 handlers were needed to put this horse into the stables even ! We are in high winds and what seems like the top of a mountain !!! I just need to get control of the “FEET “ and be able to move them anywhere I want them . If I can get this accomplished, we all win here hurricane or not 😆! HORSES big or small crave leadership from their humans and if somehow we can give them this in an understanding way an amazing relationship starts to develop .
