It instructs defense and intelligence agencies to update governance frameworks, expand access to advanced computing resources, and deepen collaboration with private-sector AI developers.

The memo also pushes for faster on boarding of advanced AI models from multiple vendors to reduce reliance on a single supplier.

Other measures include accelerated procurement pathways for frontier AI models, secure AI computing facilities for national security applications, and safeguards to prevent unauthorized changes or degradation of government AI systems.
