Maximillion Pegasus, is the creator of the game of Duel Monsters and also created the God Cards, basing them off what he'd seen on the tablet in Egypyt.
Naturally, these God cards should only have 1 copy.
However, When Anubis activates "Inferno Tempest" and "Fallout" to make Yugi and Seto Kaiba drop all of their cards, 2 copies of "The Winged Dragon of Ra" are shown flying out of Yugi's Duel Disk.
