Let me introduce you to what might be the rarest wild Pokemon of them all (Beside a specific Spinda) and the Highest leveled Pokemon so far.

A level 100 Gyarados! Despite being able to encounter it in the game of B2/W2, encountering it at level 100 is crazier!
You must have 1% chance encountering it but not only that even after that you have 1% chance of encountering at level 100.
Which mean sometime you don't even know if the Gyarados you encounter are the one at 1% or 19%. You only know if it's level is higher or smaller.
It's even rarer than a shiny pokemon since you have 1/8192 chance of encounter a shiny. Which is not the case with a level 100 Gyarados which is 1/10000.
