On Monday, over 120 economists called for the federal government to provide recurring direct payments. In an open letter, they said that stimulus checks were an "essential tool" to mitigating poverty and boosting consumer spending. President-elect Joe Biden has stressed the importance of reaching a deal by the end of 2020 and some Democrats in Congress have begun applying pressure on Pelosi to capitulate to Republicans' demands to get it done. House Majority Leader Steny Hoyer on Friday urged party leaders to compromise for quick relief as the pandemic worsened. "I just hope that we can get agreement. Democratic Congresswoman Alexandria Ocasio-Cortez came out yesterday on Tuesday and has blamed delay of a second stimulus check on Republicans, saying that they're demanding corporate virus legal immunity to be included in the relief deal. She said that “if you want to know why stimulus relief is tied up in Congress, one key reason is that Republicans are demanding legal immunity for corporations so they can expose their workers to the virus without repercussions,”. She said that “Democrats want to send people stimulus and pass another bill but they don't want people to have to die for a check and that's what they are fighting over." Alexandria Cortez explained how Senate Majority Leader Mitch McConnell has made a "liability shield" for corporations a crucial demand in the stimulus negotiations that have been ongoing for five months with no deal in sight. Bottom line is that she explained as cases surge in the country's third wave, all that liability protections would do during these uncertain and dangerous times is not not prevent harm or injury but rather it would shift the burden and costs onto the individual, away from businesses.

Treasury Secretary Steven Mnuchin is moving $455 billion in unspent stimulus money into a fund that the incoming Biden administration cannot deploy without Congress, Bloomberg reported on Tuesday. That amount includes money that Mnuchin is yanking from the Federal Reserve and unused loans for companies. The funds will be deposited into the Treasury's General Fund, which requires legislative approval to use the money elsewhere. This will make it harder for the federal reserve to send this stimulus money out to the American people without congress. And Ernie Tedeschi, a policy economist at Evercore ISI, called Mnuchin's decision "a dangerous move" as the US economy faces a perilous moment in the pandemic. He said that “It's one more enormous risk we are piling onto the winter in the US atop of other risks already there," because “we may need that backstop and extra funding again as cases are now reaching record highs, state and local governments are making cuts, and we're about to kick off millions of people from unemployment insurance."
