Conroy uses the Time Stone magic hidden within the Eye of Agamotto. With it, he manages to warp time just like Dr. Strange does. Does Dr. Strange do it in Multiverse of Madness? Probably not. Didn't the Time Stone get destroyed or something? I dunno, I'm kind of dealing with franchise fatigue and will just wait to see these movies on Disney+.
