Dizon: DPWH has so far filed, recommended 7 cases linked to flood control anomalies | ANC

The Department of Public Works and Highways (DPWH) on Monday said it is looking into a study from the University of the Philippines (UP) that claimed some P115 billion in public funds may have been poured into “shadow flood control projects.” “Shadow flood control projects” are anti-flood programs that are not included in the Philippines’ Flood Management Program (FMP), according to a study from the UP National College of Public Administration and Governance (UP-NCPAG). The allocation for these programs ballooned to P115.23 billion in 2025 from P81.55 billion in 2022, according to the study.
