2002 Dodge Ram 4.7l Cold Start / Open Loop Issues

This issue really started a couple months back. Engine started ticking, I checked the oil and was low by almost 2 quarts. I filled it and the ticking never went away.

Weeks later is started having this cold start / open loop issue. The issue has gotten progressively worse over time and is now seemingly pretty bad.

In the video is some running data from a code reader along with the code p1391.
