A fairly simple thing which happens to work, scare the people and they are ready to go to war for "defense". This isn't really anything more than marketing, how ideas are sold.

We've had the same thing with Iran, with Bush knowing through all the intelligence organizations that there were no WMD programs, yet he continued to to sell these lies for years and years. And it hasn't really been different throughout the Obama years, although the methods differ. Neither can be considered to actually fight terrorism, they are more interested in spreading the US empire.
