The International Forum on One Korea 2017: Solutions to the Korean Peninsula Crisis was held from Nov. 14-15 in Washington D.C. conjoined with a subsequent series held Dec. 7-8 in Seoul, Korea. The forums were co-convened by Global Peace Foundation, East-West Institute, Action for Korea United, and the One Korea Foundation and examined the significant and essential elements of a Korean-led process for the reunification of the Korean peninsula, including multi-sector participation and citizen engagement.

Dr. Andrei Lankov was born on July 26, 1963 in St. Petersburg, Russia, and finished his undergraduate and graduate studies at Leningrad University. During his studies, he had a chance to study at Kim Il Sung University, Pyongyang from 1984 to 1985. In 1996, he started to teach students at the National University of Australia, and since 2004, he has taught students at Kookmin University. Professor Lankov has researched the society, politics, and history of North Korea.

This speech was delivered at the International Forum on One Korea 2017 at the Seoul Dragon City in Seoul, Korea during the second plenary, titled: "New Paradigm for the Realization for Common Security and Peace in the Post-Cold War Era" with the theme of "Leadership toward Peaceful Korea Unification" on Dec. 7th, 2017.
