COVID-19: Boris Johnson explains why most of England is in Tier 2 and Tier 3

Prime Minister Boris Johnson says the coronavirus data is promising, with figures suggesting growth in infections has slowed and is even reversing in some areas.

But he warned people must not become complacent and a tiered system is still needed or we risk a 'New Year national lockdown'.

He also admitted the previous tiered system was 'never quite enough', saying they slowed infections but did not bring the R rate down in areas.
