More Stimulus Checks? Stimulus Likely, But Manchin Might Kill Stimulus Checks

There are stimulus checks available in some states TODAY (see 07:25 for more) and student loan payment deferral has been extended to May 1. Will the child tax credit be extended, or will there be more stimulus checks? It is highly likely SOME form of stimulus will happen in the beginning of next year. But whether stimulus checks are the stimulus per se is unlikely because of Senator Joe Manchin.

Senator Joe Manchin officially kills Build Back Better by saying he would vote “no” if Build Back Better were brought up in the Senate. Senator Manchin is worried about inflation, the total cost of the bill, and the way revenue is calculated (he called is a gimmick that revenue was counted for ten years while the cost of BBB was only for 5). Senator Manchin only wanted to spend $1.75 Trillion at a maximum, but Democratic leadership did not listen.

Manchin also did not tell the White House that he was going to vote “no” on BBB, which caught Jen Psaki and Joe Biden by surprise.

Manchin stated that Democrats should fund fewer stimulus programs for a longer period of time. “So if you’re going to do something and do it—pick what our prized priorities are, like most people do in their families or their businesses, and you fund them for 10 years, and you make sure they deliver the services for 10 years,” Mr. Manchin said.

Senate Majority Leader Chuck Schumer is scheduling. Vote for Build Back Better in January anyway, even if BBB will fail. Schumer wants to put Manchin on the record for voting no on more stimulus bills, but a vote on a dead stimulus bill could be a big political risk for the Democrats ahead of the midterm elections. Since Build Back Better was going to be passed via reconciliation, that means they need 51 votes AND Senators can propose unlimited amendments to the bill. Republicans will propose amendments that will put Democrats on the spot on key political issues (child tax credit, runaway inflation, tax rate increases, etc.), which will act as political ammunition for Republican political ads.

Senator Manchin might also propose his own amendments for Build Back Better, including cutting some stimulus measures like the child tax credit.

The child tax credit is the largest portion of Build Back Better. Democrats say it reduces childhood poverty by 40%. Social conservatives say it allows parents to stay at home with their children, and moderate republicans would prefer the child tax credit to the host of other welfare programs. Whatever happens with the next stimulus bill, it will have to be negotiated with Senator Joe Manchin.
