What's the difference between phimosis and balanitis?

A question from a 14 year old viewer - I'm uncertain if I have balanitis or phimosis. When my penis is it's in normal state it has like an extra layer of skin on it and some of it is folded inside of it. When I'm erect it just shows the tip is barely there and it's covered by the skin. And when I try to pull back it shows the full penis but when I let it go it the skin closes the penis again. Help please and sorry if the message was too long idk how to simplify it . Thanks!!
