Burial in Israel can be an accusation against a person for not being as righteous as he could have been. Bodies buried in Israel will be spared the pain of traveling through tunnels. One who purchases a burial plot while alive is thinking of the day of reckoning and will repent. I don't know if Mount of Olives is better than any other place. Beware of all the holy people buried there. Speak to your rabbi before purchasing.
