โครงการก่อสร้างอ่างเก็บน้ำคลองกระทะนั้นมีวัตถุประสงค์เพื่อเป็นแหล่งน้ำต้นทุนในการผลิตน้ำประปาในเขต อ.เมือง จ.ภูเก็ต และเป็นแหล่งน้ำสำหรับอุปโภคบริโภคของประชาชนที่อยู่ใกล้เคียงบริเวณอ่างเก็บน้ำ

อีกทั้งจังหวัดภูเก็ตมีแผนปฏิบัติการภูเก็ตเมืองนานาชาติ 2545-2554 และรัฐบาลก็มีนโยบายในการแก้ไขปัญหาการขาดแคลนน้ำประปาบนเกาะที่เป็นแหล่งท่องเที่ยวสำคัญ โครงการชลประทานภูเก็ตพิจารณาเสนอแผนงานก่อสร้างโครงการอ่างเก็บน้ำ คลองกระทะ อ.เมือง จ.ภูเก็ต เพื่อสนับสนุนแผนงานนโยบายดังกล่าว
