On November 28, 2024, the Department of Telecommunications issued a directive requiring messaging platforms — WhatsApp, Telegram, Signal, Snapchat — to bind their services to the physical SIM card in a user's primary phone. The deadline passed on February 28. The mandate is now in force. While the government says SIM binding is critical to curbing digital arrest scams that have defrauded Indians of over ₹54,000 crore, industry bodies are questioning whether DoT has the legal authority to regulate app-based services this way — and experts are divided on whether it will actually work.
