Bad Balance: SF3 Second Impact Sean

Ken is a good metric for SF3 series tiers. From what I understand he saw basically no significant changes from new generation to second impact to third strike. I see Ken usually regarded to be a mid/high tier in NG, a high tier in 2i, and a top tier in 3s. This makes sense, as the characters stronger than him got nerfed as the rosters got more balanced. This Sean seems to be a better Ken, and he's rated a tier above Ken in a game with a smaller overall roster, so it's likely that this Sean is even stronger in this engine than Yun and Chun Li are in 3s. He definitely seems strong.
