Long Beach city employee posting signs

This video shows an employee of the city of Long Beach/ private contractor, posting signs on Thursday April 18, 2019 outside of the time frame required for residents to avoid parking on 15th street, between Obispo and Temple on 4/20/2019
That Saturday, they towed away cars from that street without proper notification to residents and more importantly, those who do not live on 15th street did not know and where not notified. The signs used were also illegal and posted in a manner other the specific way the Municipal Code requires. The city of Long Beach, through it's contractors, violated the law.
