What are Phrygian Chords? How are they derived? How are they used? What scales can you use over them?

In this Jazz Piano Tutorial I try answer these questions.
A Phrygian Chord is a susb9 chord. It can be derived from the Phrygian mode and the 2nd mode of the melodic minor scale (Dorian b2 mode) and so these two modes can be used to improvise over the top of it.

It functions as a substitute for a dominant 7 chord. So, for example, even though an Esusb9 is derived from the C Major scale, it acts like a E7 so resolves to the AMaj7 chord.
