CRACK doesn’t care if Nicole spends the money on drugs, just that “no more babies are brought irresponsibly into the world”. The Programme has been attacked as eugenic. But in three years, it’s paid over 3,000 women. Tracy stopped smoking crack when she was six months pregnant with Jerimiah, but says he’s hyper-active. A Harlem centre provides refuge for unwanted drug children. Ramon is blind, almost deaf and will never walk. Like many, his mother is HIV positive. “Once you leave here the love and caring stops.
