Dogger Bank Incident (October 21–22, 1904) was a serious neutrality crisis during the Russo-Japanese War. The Russian Baltic Fleet, under Admiral Rozhestvensky and suffering from extreme tension and poor intelligence, opened fire on British North Sea fishing trawlers on the Dogger Bank, mistaking the unarmed vessels for Japanese torpedo boats. Three British fishermen were killed, several wounded, and the fleet also hit its own cruiser. Britain, a neutral power protecting its fishing fleet under mare liberum principles, demanded apology, compensation, and inquiry. Russia accepted an International Commission of Inquiry at The Hague (1905), which blamed Russian commanders for negligence but noted their genuine (mistaken) belief in attack. Russia paid £65,000 in compensation; the fleet continued to Tsushima.
