The easiest way to do it is by playing as Trevor. Trevor has a special ability that makes him invulnerable. First, make sure that the small yellow meter is filled (it is recommended that you have maxed out your special ability bar, so it will last longer).

The best vehicle, that I choose to use when entering the base is a motorcycle - it is fast, stops quickly and has no doors, so stopping the motorcycle and going for the tank happens quickly. This time I tryed with a truck. As soon as you stop turn on your special ability and steal the tank!

As soon as you stop turn on Rage mode, so that you'll become invulnerable to all damage (just try not to fall on the ground, because it is hard to get up), then go for the hatch on the left side of the tank and steal the vehicle. Congratulations, you got yourself a Rhino tank.
