How to make poor mans fibreglass, fiberglass in the USA.

Use waterproof PVA, brush onto surface.

Lay a nylon or polyester mesh netting fabric onto the glued surface.

Rub fabric flat to remove any trapped air between the glue and the fabric.

Brush on another thin layer of waterproof PVA over the fabric.

Allow the PVA to dry.

When the PVA has dried, sand the surface with medium grit sandpaper.

Repeat the above process, glue, fabric, dry, sand then repeat again.

Three or four layers might be enough. The more layers you put on the strong it will become.

A much slower process than using polyester fiberglass or epoxy fiberglass but it gives you an alternative choice.
