Cacdac responds to labor export criticism: DMW enables OFWs to dream

Recently appointed Migrant Workers Secretary Hans Cacdac responds to criticism by rights groups that the establishment of the Department of Migrant Workers institutionalizes Philippine labor export, saying that the DMW is needed to assist OFWs in their ‘practical’ choice to go abroad and their eventual homecoming plan.
