Between 2016 and 2018, California purchased $58.6 million in vehicles from General Motors. But in 2019, California said it would halt all purchases of new cars from GM vehicles over emissions fight. Now, again, GM continues to try to enter the market of 40 million people but GM has no chance with the state of California.

In 2019, California issued a statement saying the state would only buy vehicles from automakers that recognize the California Air Resources Board's authority to set cars' strict greenhouse gas emissions standards. California also pledged only to do business with automakers committed to stringent emissions reduction goals.
Separately, the state also said it would no longer buy sedans powered only by internal combustion engines, no matter who manufactures the car. It will buy only plug-in electric or hybrid sedans.
"Car makers that have chosen to be on the wrong side of history will be on the losing end of California's buying power," said California. California won't buy cars from GM because they sided with Trump over emissions.
After defeating Trump, President Joe Biden announced a plan to accelerate a transition to EVs to combat global warming. GM followed those political winds, renouncing the earlier lawsuit and accelerating its EV plans. The company now says it will stop selling ICE vehicles by 2040 and spend $35 billion to develop EVs and self-driving cars by 2025.
GM finally agrees California can set vehicle emissions rules as it preps to scale EVs. GM said it would spend $35 billion toward launching 30 new EVs globally over the next three years. The automaker spent $2 billion readying its Spring Hill, Tennessee, manufacturing complex – the automaker's most significant in North America – to build the Lyriq and other EVs. Barra said she was "confident that the Biden Administration, California, and the U.S. auto industry, which supports 10.3 million jobs, can collaboratively find the pathway that will deliver an all-electric future." However, GM will have the same problem as Tesla in California.
Tesla's latest round of price increases means that Tesla currently has no models eligible for California's Clean Vehicle Rebate Project, which is worth around $2,000 to consumers. Tesla's eligibility problem specifically stems from price caps set by California to help keep EV prices lower. The threshold for cars is $45,000, and the cap for SUVs and crossovers is $60,000. GM with models whose prices exceed California's conditions, such as Hummer EV 2022, has a selling price: Standard Version: $ 79,995, Version with two electric motors: 89,995 USD, three electric motor version: 99,995 USD or the $60,000 Cadillac Lyriq crossover. This makes GM lose its competitive edge on price. GM is also completely unable to compete with Tesla the first-quarter sales of 52,565 units, accounting for 78% of total BEV sales in the first quarter in California.
