At the time of the Soviet Union's dissolution, Belarus, Kazakhstan, and Ukraine each had nuclear weapons on their soil. Why don't we count them as nuclear powers? The short answer is that Russia had command and control of those weapons throughout. Nevertheless, the stockpiles created all sorts of proliferation concerns. This lecture explains how the international agreement handled the problem.
