DDS VFO for Boatanchors Pt. 2

Fixed the bias on the RF power amp.
Have no idea why it was so out of whack - 3 resistors were the wrong value.
The whole system is working like it should now and ready for the next simple mod - a keying adapter and VFO shift circuit during receive.
