A circus is in town, and along they have a baby elephant that looks very much like Elphie. The ambulance team are planning a surprise party for Ted, but someone has taken all the food! Raffe spotted the thief from his look-out tower, and Max is sent to find the guilty one – Elphie is the number one suspect!
