AC Not Cooling Condenser Fan Spinning Yet Don't Hear Compressor

I am at a no cooling call where the customer thinks they need freon. I get to the outside unit and that's where this video starts. I see the condenser fan spinning yet don't hear the compressor humming. I open the control panel up and find the capacitor is weak doesn't hold enough microfarads to start or allow the compressor to run. I replace the capacitor and the compressor starts up. I notice that the system pressures are not where​ it should be so I add half a pound of r22 to bring my superheat into an acceptable temperature.
