Broken video cards from Ebay. Is it worth buying them and do repairs?

I'm receiving a lot messages as " I bought broken card from Ebay, I baked it but still doesn't work, you know any ideas? ". So here is an answer.
From my opinion you never know what you get. Lottery. You can buy a card and it has a slightly short like with a cap, or it might be short across GPU and memory and then you get a peace of
textolite.
