Oliver Peter St. John, 9th Earl of Orkney was born on 27 February 1938. He is the son of Lt.-Col. Frederick Oliver St. John and Elizabeth Pierce. He married, firstly, Mary Juliet Scott Brown, daughter of W. G. Scott Brown, in 1963. He and Mary Juliet Scott Brown were divorced in 1985. He married, secondly, Mary Barbara Albertson, daughter of Dr. David B. Albertson, in 1985.
