VW GOLF GTI 2015 Fuel Door flap not opening

VW GTI Fuel Door actuator broken and is staying locked when car unlocked. Electrically sounds and feels like working but actuator has a small plastic tab broken off inside, (can only see this when taken apart ), this should make the shaft spin and hence unlock the flap.
