Moodle: Installing Moodle 3.3.1 on XAMPP for Windows

This tutorial shows you how to install Moodle 3.3.1 on your Windows machine.

We will use XAMPP as our development environment and we will use the default configuration provided there for both Apache and MySQL/MariaDB database server. So it is solely for development purposes, NOT FOR PRODUCTION purposes.
