Why Did They Pull Him Over? Black/Latino Army Officer Pepper Sprayed, Held At Gunpoint Sues Va Cops
In Virginia, one of two police officers was caught on tape pepper spraying and pointing their guns at a Black/Latino Army officer, Second Lieutenant Caron Nazario during the December 6, 2020 traffic stop has been fired.
The town of Windsor released the following statement yesterday. In part, the statement reads...
The pursuit and ultimate stop resulted in the use of pepper spray against Lt. Nazario by Officer Gutierrez. As a result of this use of force, Department policy requires an internal investigation to determine the appropriateness of such actions. The investigation of this event began immediately. At the conclusion of this investigation, it was determined that Windsor Police Department policy was not followed. This resulted in disciplinary action, and department-wide requirements for additional training were implemented beginning in January and continue up to the present. Since that time, Officer Gutierrez was also terminated from his employment.
According to the lawsuit filed this month, Nazari was also knocked to the ground by the officers' Joe Gutierrez and Daniel Crocker.
Officer Crocker wrote in a report that he believed Nazario was "eluding police," and he considered it a "high-risk traffic stop."
Nazario's Attorney, Jonathan Arthur, maintains his client wasn't trying to elude the officers but was trying to stop in a well-lit area.
The lawsuit also alleges "realizing that they had acted illegally," the officers told Nazario that if he "would chill and let this go," they would release him without filing any charges. But if he fought it, Nazario would be charged and would have "to go to court and notify his command."
