Russia’s Permanent Representative to the UN, Vasily Nebenzya, stated that before any peace agreement can be reached, Moscow demands the “elimination of the root causes” of the war, including Ukraine’s potential membership in NATO. Nebenzya said that issues which Russia considers to be the “causes of the war” against Ukraine must be addressed prior to any settlement or agreement.
