Russia-Ukraine Tensions: Will Moscow’s Compellence Strategy Work?

How ambitious are Russia’s foreign policy objectives in Ukraine, and how much force does Moscow believe it must employ to achieve them? Russia has presented various demands to the West, but it appears that the Kremlin now regards Ukraine as a permanently hostile country that will continue to increase its military capabilities. The current impasse suggests a significant risk of a major Russian military incursion in Ukraine. Is there a way to deescalate the situation? Or is another war in Ukraine imminent?
