Soft Law, Drugs in Amsterdam

The Dutch Opium Law prohibits the cultivation, sale, delivery, carrying, and transportation of narcotics within or outside the Netherlands, except for the use and sale of cannabis under specific circumstances and conditions.

These conflicting laws in the Netherlands mean that a café owner cannot obtain a bank loan, as can a bar owner who sells alcohol. This policy forces them to convert their "white" money into "black" money.

To investigate, ALARABIYA ENGLISH team went to the cafes, streets, and even cannabis farms of the Netherlands, especially since other countries have followed suit in recent years and legalized the cultivation and trade of cannabis.
