Diplomatic tensions between Kigali and London have escalated significantly as Rwanda launches formal arbitration proceedings against the United Kingdom over the now-scrapped migrant deportation deal. Filed at the Permanent Court of Arbitration in The Hague, the lawsuit accuses the UK government of failing to honour financial commitments outlined in the 2022 agreement brokered by former Prime Minister Boris Johnson. Although Prime Minister Keir Starmer’s Labour government declared the scheme “dead and buried” following their 2024 election victory—labelling it a waste of taxpayers’ money—Rwanda contends that the UK did not follow formal termination protocols. Consequently, Kigali is seeking approximately $68.9 million in outstanding payments that were scheduled for 2025 and 2026. The UK has vowed to “robustly defend” its position. This legal battle marks a new low in relations, following earlier UK aid suspensions linked to the conflict in the DR Congo.
