A city reduced to rubble in Cities Skylines

A large amount of water covering an area that is usually dry isn't a good sign.
In Cities: Skylines you can build your own metropolis and watch it blossom under your careful management. Getting careless can be great fun too.
What happened after this great flood ?
Well, the once beautiful city was reduced to rubble and while this could have meant the end, it was only just the beginning. Concordia thrived and became a capital city. Here are some screenshots: https://imgur.com/a/kA7IEt5
