At least two militants have been killed in a special operation held in Kazan on Wednesday. (One of the killed criminals was wearing an explosives-laden "Shakhid belt," -police report.)

The militants were blockaded on the ground floor in a block of flats and offered armed resistance to the security forces.

Three criminals accused of having attacked Tatarstan's religious leaders belonged to a group calling itself the Mujahideen of Tatarstan.

3 Russian servicemen have been wounded in the anti-terror operation. One of them later died in hospital. (He was fatally wounded during gunfire between the officers and criminals blocked in one of the city's residential buildings.)

No civilian casualties are reported.

Tatarstan's Interior Minister Artyom Kokorin has arrived at the scene of a special operation in Russia's Kazan, local police say.

The republic's chief of interior is overseeing the operation.

"The criminals have been blocked in the ground floor of house 19, Chimiki Street, and are putting up stiff resistance. The number of criminals isn't known yet, but two of them have been destroyed," a source said, adding one of the killed rebels had a device similar to a "shahid belt."

Officials also discovered a number of guns, ammunition and explosive materials in the apartment where the militants were hiding.

Authorities enacted the CTO counter-terrorism protocol, restricting movement in and around Kazan. Local residents were evacuated and offered accomodation at nearby hotels. Authorities are promising to release the scene and allow people to return to their homes within 24 hours.

Eyewitnesses reported hearing gunfire and explosions in the area where the militants wereholed up. MI-8 helicopters were also seen in the sky over the scene.

According to sources within the law enforcement agencies involved in the operation, the militants were planning to detonate explosives during the city's celebrations of Kurban-Bairam, an important Muslim holiday.

The building where the militants were hiding is located right next to a public school. Children who were attending classes there have been moved to rooms in the school's basement, for their safety.

According to the Investigative Committee spokesman Vladimir Markin, the militants that were killed were wanted for questioning. They were suspected of being involved in the attack on the republic's religious leaders in July.
