The Pakistan-Taliban conflict encompasses tensions between Pakistan and two distinct but related groups: the Tehrik-e-Taliban Pakistan (TTP), a Pakistani militant group aiming to overthrow the Pakistani government and establish an Islamic emirate, and the Afghan Taliban, the ruling group in Afghanistan since 2021, which has strained relations with Pakistan due to cross-border militancy and territorial disputes. The TTP, formed in 2007, shares ideological ties with the Afghan Taliban but operates independently, targeting Pakistani security forces and civilians. Since the Afghan Taliban’s return to power, the TTP has been emboldened, leading to a surge in attacks in Pakistan, with 521 attacks reported in 2024, a 70% increase from the previous year, resulting in nearly 1,000 deaths.

Pakistan accuses the Afghan Taliban of providing safe havens to TTP fighters, a claim Kabul denies. Tensions have escalated along the Pakistan-Afghanistan border, particularly over the Durand Line, which the Afghan Taliban does not fully recognize. Recent clashes, such as those reported in December 2024 in Khost and Paktia provinces, involved heavy fighting, with claims of Pakistani military posts being overrun and casualties on both sides. Pakistan has conducted airstrikes targeting TTP bases in Afghanistan, with one strike reportedly killing 46 people, which Pakistan claimed targeted militant hideouts, while Afghanistan reported civilian casualties.

Geopolitically, the conflict is complicated by Pakistan’s efforts to improve ties with the Afghan Taliban, including appointing an ambassador to Kabul in May 2025, the first since 2021. However, ongoing TTP attacks and Afghanistan’s alleged inaction against them continue to strain relations. China’s mediation, as seen in May 2025 talks, underscores the regional stakes, particularly for projects like the China-Pakistan Economic Corridor (CPEC), which have been targeted by TTP attacks. The conflict also intersects with Pakistan’s rivalry with India, as Islamabad accuses India of supporting the TTP and Baloch insurgents, further complicating the security landscape.

Despite a fragile ceasefire in the India-Pakistan conflict in May 2025, the Pakistan-Taliban tensions remain a flashpoint, with potential for escalation into direct conflict, as suggested by reports of Taliban troop movements near the border. The situation is volatile, driven by Pakistan’s security concerns, the Afghan Taliban’s diplomatic balancing act, and the TTP’s persistent militancy.
