Can I FIX a VAX SpotWash Carpet Cleaner from eBay with No Power?

Hi this quick tea break fix shows a faulty VAX SpotWash carpet cleaner. It looks brand new, but has no power. I purchased this faulty from eBay for under 1/3rd of the retail price.
Can it be fixed, let's find out.
