Economists at AMP suggest a higher rate of GST, coupled with lower income tax, could improve intergenerational equity.
This year's federal budget didn't go there, but AMP Deputy Chief Economist Diana Mousina says reforms to capital gains tax and negative gearing are a "step in the right direction".
