Matters of Fact: 203 congressmen have signed a manifesto supporting Alan Peter Cayetano's continued speakership until the end of the 18th congress despite a term-sharing deal made last year, says Cavite Rep. Elpidio Barzaga. He says Congressman Lord Allan Velasco only has himself to blame for failing to get enough support from his colleagues to take over as House Speaker.
