The Cost of Silence: Confidentiality Clauses and the Global Debt Crisis | NDI & TI

This webinar, co-hosted by NDI and Transparency International, focuses on the global hidden debt crisis and the rising use of confidentiality clauses in sovereign debt instruments. Panelists discussed the challenges of hidden debt at global, regional, and country levels, emphasizing how confidentiality clauses violate public rights to information and increase corruption risks. The discussion covered specific cases from Senegal and Kenya, highlighting how hidden debt affects fiscal policy, impacts future generations, and undermines democratic governance. Panelists proposed solutions including the creation of a single global central debt data registry that includes private lenders, strengthening proactive disclosure requirements, and limiting confidentiality exceptions while ensuring oversight institutions have access to classified information. The webinar also explored how civil society organizations can advocate for greater transparency through legal mechanisms, public awareness campaigns, and engagement with parliamentarians to address these complex transparency challenges.
