Results: I could see the base rock, the entire concrete pier, and the tower. At least the base rock and pier should have been hidden according to the calculations (70 Ft. of the 146 Ft.)
Conclusion: Water is level.

Note: This was filmed near sunset. There is some shape distortion, but the silhouette with the tower offset on the elliptical pier resembles the plans I found online and other photos from Brookings.
