KY v Shawn Mickey Stines: Sheriff Shoots Judge - Case Update 1

Former Letcher County Sheriff Shawn M. Stines, 45, was arrested at the courthouse in Whitesburg on September 20, 2024, after authorities alleged he fatally shot Judge Kevin Mullins, 54.

According to investigators, Stines surrendered shortly after the shooting. Judge Mullins suffered multiple gunshot wounds and was pronounced dead at the scene.

Authorities also noted that Stines and Mullins had eaten lunch together earlier that same day before the incident unfolded.

The shooting occurred only days after Stines had been deposed, on September 16, in connection with an ongoing federal civil lawsuit involving allegations against a former deputy. The lawsuit alleges the deputy coerced a woman into sexual acts in 2021 and claims those allegations were not properly investigated by Sheriff Stines. The deputy was later terminated in 2022.

What began as a routine day at the courthouse turned into an emergency response when a 911 call reporting gunfire inside the building came in shortly before 3:00 p.m., according to state police.

As reports of an active shooter spread through the courthouse, security officer Wallace Kincer and circuit court clerk Watts helped evacuate attorneys and courthouse staff from the area, according to Matt Butler.

Stines remains a defendant in the ongoing federal lawsuit, which alleges failures in training and supervision related to the former deputy, Ben Shields. Court filings also reference allegations that favorable treatment was exchanged for sexual acts involving a woman, Sabrina Atkins, on house arrest and state that some incidents were alleged to have occurred inside Judge Mullins’ chambers, where no cameras were installed at the time.

His attorneys are pursuing an insanity defense, arguing he lacked the capacity in intending to kill Judge Mullins.

Stines is charged with 1 count of murder and remains in custody with no Bond.

Possible penalties if convicted include:
• 20 years to life in prison
• Life without parole
• Death penalty (prosecutors have preserved the option; defense argues mental health may affect eligibility)

The Mullins family, meanwhile, has filed a separate civil lawsuit. However, claims against Stines in his official capacity, along with negligence allegations, were dismissed by the court, leaving only claims tied to alleged personal liability and intentional conduct.
